Developer-tool notifications

जब developer tools finish या fail हों तो notify हों।

Arka आपको developer tools finish या fail होने पर notify कर सकता है:

arka ci
arka review --staged
arka route audit
arka security

Notifications CI, reviews, route audits, security scans और skill scaffolding को cover करती हैं। ये best-effort हैं और command exit codes नहीं बदलती। इन्हें ARKA_NOTIFICATIONS=0 के साथ disable करें।
