Inspect, create, and monitor GitHub Actions workflows.

The generated workflow installs the project, runs Ruff, and runs Pytest on pushes to main and pull requests. Existing workflows are not overwritten unless --force is explicit. Natural language requests such as “setup GitHub Actions in this repo” and “did the production build fail?” are supported. The status command is read-only and uses the GitHub CLI (gh) to inspect recent remote runs.
